Abstract: the objective of this research is to develop a road safety management framework for Indonesia, based on best practices from developing countries and guidelines provided by relevant institutions/organisations. A road safety management framework provides several measurements to give a greater perspective of road safety. The ‘results’ layers of the framework are focusing on safety performance indicators, final road safety outcome, and social costs. For each of the layers, several related variables are identified, along with the assessment or the method for measuring each variable. This study is carried out mostly by conducting literature review and comparative study method, in order to create the best suitable scheme to be implemented in Indonesia to monitor the safety performance and the progress of countermeasures to reduce the accident burden. At the beginning, the current road safety database structure is being analysed to find the gaps. Then, several projects on measuring road safety performance which elaborate different indicators are analysed to see whether it is applicable in Indonesia.
