Deze verordening vormt een volledig nieuw juridisch kader voor het beleid inzake chemische stoffen. Ze regelt de registratie, beoordeling, autorisatie en beperking van chemische stoffen. De essentie van REACH is dat wanneer er geen informatie beschikbaar is over de eigenschappen van een chemische stof, deze stof niet mag worden vervaardigd, ingevoerd of gebruikt.
