Abstract: The new local government act aimed the strengthening of the position of the local council in local decision making. Therefore, it provided council members new tool to execute their roles. In the first years after the implementation of this act, the effects on the functioning of the council are rather limited. If there is any effect, it is concentrated on the control role of the council. We showed that although the overall strengthening is limited, council members who use the new tools develop a more positive attitude.
