The past few decades have seen a sharp rise in the number of PPP projects globally.2 The Organisation for Economic Co-operation and Development (better known as the OECD) sees public private partnerships (PPP or 3P) as a key instrument to reduce the growing gap between our infrastructural needs and the availability of public resources.3 The report “Infrastructure to 2030: Main Findings and Policy Recommendations” said that countries worldwide should take urgent action to combat the challenges of infrastructure development in the next 25 years in order to avoid hindering social development and economic growth. When building a long-term plan, authorities must bear in mind that pressure on public finances is increasing as a result of an ageing population, the effects of climate change and such. According to the report, a range of innovative techniques like PPP are needed to meet public needs and expectations. More specifically, these techniques are expected to tackle issues such as attracting additional financing and focusing on the more efficient use of infrastructure.-
