Abstract: This chapter explains the legal framework for CPBs in Belgium and the use of CPBs in practice. It also addresses the use of framework agreements and other purchasing techniques. Furthermore it covers aspects such as liability and competition, as well as specific discussions related to SME, transparency, exclusivity and litigation. CPBs have become a very popular instrument, but it remains to be seen how the landscape will evolve.
