This contribution focuses on the concept of the “zero-carbon” energy transition in the EU. It is seen as linked with the broader net zero-carbon policy that combines a reduction in carbon emissions and carbon offsets. The promotion of zero-carbon energy systems advances and sets down targets for an increased use of clean energy technologies that will eventually replace fossil fuels. However, the targets introduced by the laws currently in force are not as ambitious as they could or should be, and they often also involve low- or nearly zero-carbon technologies. In this regard, this contribution also examines the EU competence to further intensify its impact on national energy policies.-
