formuler de manière participative des recommandations pour le ‘Centre d’échange d’informations’(CHM) de la Convention pour
la Diversité Biologique (CDB) et son cadre global Post-2020. Outre les sources de contenu des CHM, les motivations des
fournisseurs d’informations et la contribution du CHM à la mise en oeuvre des stratégies et plans d’action nationaux pour la
biodiversité (SPANB), d’autres aspects importants ont été abordés comme les échanges de bonnes pratiques, le réseautage, la
gouvernance, le financement et les outils de renforcement de capacités. Les Points Focaux CHM sont souvent confrontés à un
manque de ressources attribuées à des ministères prioritaires et insistent pour plus de sensibilisation auprès des hiérarchies en
amont et auprès des fournisseurs d’informations en aval. Cette sensibilisation devrait se focaliser sur le déclin de la biodiversité et
les conséquences pour le développement durable te le bien-être humain et donc de l’importance d’un CHM efficace et fonctionnel.
Ils plaident pour des procédures administratives plus favorables au partage et à la validation d’informations, à plus de transparence
et également à une collaboration accrue entre points focaux d’autres conventions. Le grand besoin en Afrique de renforcement de
capacités sur les plans techniques, financiers, humains et stratégiques concernant le développement des CHM nationaux comme
piliers de la CDB a été souligné. A Francophone regional workshop comprising 9 African countries was organised in Niamey (Niger) in December 2021 to formulate in a participatory manner recommendations for the 'Clearing House Mechanism' (CHM) of the Convention on Biological Diversity (CBD) and its global post-2020 framework. It concerned important aspects of networking and exchange of good practice, combined with sessions on other governance, financing and capacity building tools. The workshop tried to find answers on the sources of CHM content, the motivations of information providers and the contribution of CHM to the implementation of National Biodiversity Strategies and Action Plans (NBSAPs). CHM Focal Points are often faced with a chronic lack of resources for higher priority ministries. They insist on raising awareness and sensitising upstream decision-makers and downstream information providers on the challenges of biodiversity decline that are linked to sustainable development and human well-being, and thus on the importance of an efficient and functional CHM. Furthermore, they advocate for administrative procedures that are more conducive to information sharing and validation, more transparency and also more collaboration between focal points of other environmental conventions or their protocols. Finally, this workshop demonstrated once again the great need in Africa for technical, financial, human and strategic capacity building regarding the development of national CHMs as cornerstones in the implementation of the CBD. |
