Abstract: During non-international armed conflicts, one is repeatedly confronted with the dire humanitarian situation of the civilian population. Their humanitarian fate is aggravated by the parties to the conflict who deliberately deny access to international humanitarian relief actors, thereby depriving them of basic humanitarian relief supplies and medical aid.
