dc.description.abstractNew orgnisational schemes were applied by the Flemish governemnt tot the 308 municipalities during the local elections in 2006. Our analysis has shown that, with some exceptions, the direct autonomous room for manoeuvre was only used to a limited extent, thereby reducing the opportunities for indirect change.-
